Eligibility:

You may be eligible in either of the conditions stated below:

  • For Degree / Diploma engineering students (only mechanical and marine engineering are acceptable) – Combined sea service and workshop skills training must total 12 months, including at least six months sea service. Students who have a BE Mechanical, BE Marine, GME, DME, HND, etc. qualifications along with the requisite sea service may be eligible in this category. As it is uncertain whether your academic qualification would have had any workshop skills training as part of the curriculum, it is advisable to finish the full 12 months of sea service or have a Pre-Assessment done (see below for details) before you proceed to New Zealand for the MEC3 course. If you have passed the DG Shipping approved BE Marine or 1 year GME (+BE Mechanical) course or 2 years DME course and completed 6 – 9 months of sailing with the Indian TRB, please get your pre-assessment done before applying for a New Zealand visa. Details on how to apply for a pre-assessment has been explained below and the pre-assessment process is free of cost. It takes 3 weeks to receive your pre-assessment and the procedure is totally online.
  • For seafarers who do not have a Degree / Diploma in Engineering – Combined sea service and workshop skills training must total at least 36 months, including at least 30 months’ sea service. Wipers, Oilers, Fitters, etc., who do not have any formal academic training qualifications may become eligible in this category. As it is unlikely that you would be having any formal workshop training course done before, hence it is advisable to complete the full 36 months sea service before applying for the MEC3 course. It is advisable (but not compulsory) to get your sea service and Training Record Book pre-assessed before proceeding to New Zealand. Download the Pre-Assessment Form here.   • Electrical Officers having 36 months of sea service (with C/E testimonials) and having completed the ISF Training Record Book would also likely be eligible for doing their MEC3 course in New Zealand. A degree or diploma in Electrical Engineering is not a requirement whilst following the 36 months route. Sea service done as a Trainee Electrical Officer will also be accepted as long as you have the stamps on the CDC and the CE testimonials. It is advisable (but not compulsory) to get your sea service and Training Record Book pre-assessed before proceeding to New Zealand. Download the Pre-Assessment Form here. The seagoing service must have been on commercial vessels with engines of 750kW or more, operating outside restricted limits. At least six months must have been served as an engineering watch-keeper under the supervision of an engineer officer.

The MEC3 certificate is valid for 5 years.

If you have not sailed on ships with auxiliary steam boilers and steam systems, your MEC 3 certificate of competency in motor propulsion will be endorsed with the limitation :
‘Not valid for use on ships fitted with boilers and associated auxiliaries and steam systems’.

If a candidate for MEC3 course has not satisfactorily completed the ISF Training Record Book, then they have not met the pre-requisites and are therefore ineligible to undertake the Maritime New Zealand Oral Examination.

IELTS or Pearson PTE Academic English Language Test:

From 1st October 2015, all students going to New Zealand for the MEC 3 course need to clear an IELTS or Pearson PTE Academic English language test. You will need to score IELTS 6 band with no score less than 5.5 (or Pearson PTE score of 50 with no score less than 42). For booking the IELTS / Pearson

Recognition of Prior Learning:

If a student has a Diploma or Degree in Mechanical / Marine Engineering, then students can apply for Recognition of Prior Learning (RPL) – this process has a fee of NZ$ 500.00 and will determine if they will be exempt from Science 1 and Science 2 courses within the MEC3 qualification. Exemption is only from the course and not from the examination.

If the RPL process is approved, this means students will not have to enrol on the General Engineering Science 1 and Science 2 courses.

The RPL process will involve students undertaking the General Engineering Science 1 and Science 2 exams in New Zealand to demonstrate their knowledge of Science 1 and Science 2. If however you fail in the RPL test which will be at the start of your course, then you will need to do the Science 1 and Science 2 course and pay the fees as well. The RPL assessment fee is non-refundable. See sample  question papers below for Maths, Mechanics and Thermodynamics.

Total Expenses:

Breakup of the total expenses in New Zealand (in INR) has been given below:

Please note that there is an average 4% increase in tuition fee expenses every year. 1 NZ$ = 50 INR.
In NZ$ the total cost will work out to approximately 26,000 NZ$. There may be a variance of +/- 5% in the cost as living expenses will vary from person to person. The college will only take the tuition fees. Rest of the money remains with you only and you will use it as per your convenience.

  • Educational qualification certificates (BE, Diploma, ITI, Trade Certificate, Class XII, etc.) scanned copies.
  • STCW basis courses i.e. PST, PSSR, FPFF and EFA scannied copies.
  • ISF Training Record Book & Project Book as single PDF files (UK TRB and DG Shipping TRB are also acceptable)

After we have received your documents, the following procedures will be undertaken:

  • Your application form and documents will be sent to the college. If the college accepts your application, you can expect the conditional admission letter in about 3 weeks time. Click to see a Sample Admission Letter. The final visa letter will be emailed only after you have submitted your IELTS / Pearson PTE English Language Test report.
  • Whilst your college admission is in progress, you are strongly advised to apply for a Pre-Assessment of your educational qualification (for diploma / degree engineering students) and work experience documents (for all seafarers). The pre-assessment procedure takes about 3 weeks time and is free of cost. You can download the Pre-Assessment Form here. Click to see a sample of the Pre-Assessment Approval Letter.
  • About 60 days prior to your course starting date, we will initiate the visa application process. The visa processing time is approximately 4 – 8 weeks. You will need to show about 1,250 NZ$ / month (i.e. NZ$ 10,000 for 8 months course duration) as living expenses for the visa apart from the tuition fee mentioned in your unconditional offer letter. The total funds that you will need to show for the New Zealand visa will be about 15 Lakhs INR (NZ$ 30,000) approximately. You can show funds as cash in your bank account, fixed deposits and educational loan letter or a mix of the above. Your parents, grand parents and siblings (brother / sister) can show funds on your behalf also but they will need to show their source of income as well. Uncle and Aunts cannot show funds on your behalf. The visa procedure is totally online now. You will register on the visa website, fill up the visa online form, upload all of your documents and pay the visa fees. A sample visa filled up form will be emailed to you by me to help you with the visa process. Once you have filled up the form, we will take your Username and Password to check the form as well as the documents that you have uploaded on the form before you submit your application online. You can expect an in-principal visa approval by email in about 3 – 6 weeks after your visa application submission. Thereafter you will be asked to remit the total tuition fees to the college. This will be done by electronic bank transfer and will take 2 days approximately. In another 2 days time, the college will send you the payment receipt by email which you will forward to the visa office by email. Pre-Assessment of Sea Service & Academic Qualification:

  • Please download and take a printout of the Pre-Assessment Form This form is to be filled up in CAPITAL LETTERS only by pen.
  • Sample Email format to write to Maritime New Zealand when you apply for MNZ
  • Pre-Assessment Engine Ratings (Oiler, Fitter, Motorman, Wiper, EO) who wish to have their sea service assessed before going to New Zealand will need to scan and email the following documents to Maritime New Zealand.

  • TME’s / Engine Cadets having a Diploma / Degree / GME in Mechanical / Marine Enginering can have their pre-sea qualification and sea service assessed by sending the following scanned documents to Maritime New Zealand:

– Pre-Assessment Form
– Passport 1st page and address page scanned copy
– Degree / Diploma / GME – passing certificate and semester / yearly mark-sheets.
– CDC scanned copies of first page and all sea service stamp pages
– Chief Engineer testimonial scanned copies

Before proceeding to New Zealand, please ensure that you carry the following documents with you. You will required these documents to apply for your MNZ oral examinations after you have cleared all your written examinations:

  • Character Certificate – Download sample copy of Character Certificate here. You may get this certificate from your company office.
  • Medical Fitness Certificate in ILO 147 and Annexure IV Format.
  • A letter from the candidates local police station stating that they have no record of his having any criminal or traffic offenses against him. Download sample copy of a Police Clearance Certificate (PCC) here. Sometimes the visa officer may also ask for the PCC before the final visa is issued. It may take upto 3 weeks or more to get this certificate and hence you should have applied for this certificate atleast 45 days prior to your course commencement date in New Zealand. You may be asked to present a documentary evidence stating requirement of a PCC. Flight ticketing:

The return airfare is in the range of 70,000 Rs/- approximately.
Some of the airlines that will fly you to Auckland in New Zealand are Thai Airways, Qantas Airways, Singapore Airlines, Malaysian Airlines, Cathay Pacific, Emirates. We will assist you with th flight ticketing arrangements.

Educational Loans:

Whilst applying for an educational loan, you will need to show proof of tuition expenses and proof of living expenses in New Zealand. Tuition Fees details are provided in the college offer letter. For living expenses, you can submit the following documents to the bank:

Accommodation & Airport Pick Up:

Food and accommodation expenses / month on a conservative estimate will be about 35,000 Rs/- per month. Students stay together in rented accommodation which are usually about 10 – 15 minutes walking distance from the college. Students buy groceries from the market, cook food at home and divide the cost amongst themselves.

Visa Assistance:

Complete visa assistance will be provided to you. The procedure is online and hence you can complete it from your residence. You will however need to travel to the VFS office to submit your Passport in original. VFS offices are located in most of the major cities in India.

Note: After obtaining your MEC 3 CoC from New Zealand, you can:

1. Opt to do your 2nd and Chief Engineers from New Zealand or
2. Come to Warsash Maritime Academy, Southampton, UK for your 2nd and Chief Engineer examinations.

Passing rates are very high in New Zealand. We have sent about 70 students in the last 5 years to New Zealand and every single student has passed and come back with his CoC. The difficulty that students usually face are in arranging 15 Lakhs INR funds for New Zealand visa and clearing IELTS Academic English test with 6 band overall (and no score below 5.5)
